I have the honour to inform Your
Lordship that in July, 1906, the Petition (copy of which is
enclosed) was submitted on behalf of the Indian Police
praying for the substitution of exchange compensation for
the system under which they remit half of their pay to
India at the enhanced rate of 44 cents to the Rupee, and
for an increase of pay.

As the latter did not appear to be
called for at the time, Sir Matthew Nathan did not entertain
the application, but in order to obviate the discounting
of remittances in the Colony by Indian Police some of whom
have no trustworthy person to remit to in India, and the
squandering of remittance money by the payees in India, he
allowed the Indian Police to remit to Banks in India, a
system which obtains in the Hongkeng and Singapore Battal-
-ion, Royal Artillery, It was hoped that this concession
would
